NOC TO SCHOOLS

“History repeats itself, first as tragedy second as farce”, said Karl Marx .NOCs are given unconditionally to anybody who asked for it for starting Schools. Remember the unconditional NOCs given by Antony Government to start professional colleges? The ghost unleashed through these NOCs is still haunting the students and parents even after many years. The professional college ordeal is still in turmoil and nobody, the judiciary, government medical council know what to do. It was a unique experiment.

 Everywhere in the world, for everything, first step is to make a law and then permission given as per rules. But here it was opposite, putting the cart before the horse .It is quite sad that we are not learning from experience. As Bernard Shaw said “If history repeats itself and the unexpected always happens, how incapable must Man be of learning from experience.”
